Untill they know, they're still in the dark, and if they never know, they'll be remaining in the dark, so some are already in the dark but are likely to find out, and others will not possibly find out and remain in the dark. :).

I'm not aware of any states of emergency being declared around here, but they are definitely preparing for it. I've seen projections that over 150,000 additional people are expected in Monroe County (where Rochester is located) for the eclipse - that's a lot of extra bodies and cars. Biggest concern is the possible impact on emergency services (including hospitals) and traffic. Cell service is expected to be impacted. Lots of local businesses and schools have closed for the day, partly to let people experience the eclipse, and partly to lessen traffic.

Maybe they are over-preparing and over-warning but we will know soon enough.
