Can you make an Lichess app for windows?

It may be hard, so it's okay if you say no.
Random people have volunteered and tried to make a desktop application, only to never be heard from again.
The real question (And I ask this as a computer programmer) is what benefit is there to an app?

I consider something like opening up a chrome tab allowing notifications will give you a fully featured experiences, including a popup when it's your turn?

What features are you expecting an "App" to have that the browser experience wouldn't have?
I believe the OP is talking about the smartphone variation of windows.
Yeah. I have a Windows phone, and it would be great if I Hal Lichess on it.
I get the impression a client application is more responsive in some way than the web interface but I don't know if it's just a feeling.
Can't you just download Chrome for your phone to access Lichess?
I can think of many advantages, including much better design (the website is very big and requires many zoom in - zoom out steps to navigate through) and notification system useful for correspondence games etc, better touch interface for moving pieces. Am I off track?
